Can OEM 12c update contents of listener when listener.ora uses IFILE to point to listener?

When upgrading a database from 10.2.0.4 to 11.2.0.3, OEM 12c can see the available listeners, but is not able to edit the listener for the database.  This is a problem when upgrading a database.  If you specify a new listener, then OEM 12c wipes out the current listener.ora file and also makes changes to the current sqlnet.ora file as well.  Is there a way around this issue other than placing the listener configurations inside of the listener.ora instead of using IFILES?
