We converted from 11.5.10 to 12.1.3 today.  We have noticed that our Intransit Shipments no longer allow us to drive inventory negative when transferring materials from one organizaiton to another.  Are we missing a set up somewhere?  In 11.5.10 it wasn't an issue.  We could do the intransit shipment out and drive inventory negative without issue.  But in 12.1.3 the system will not let you ship out until inventory is on hand.  Any ideas?
