Pagging is Being Used in : AIX 5.3

Hi Experts, we are facing slowness on our database level, actually what i observe from topas, my Physical Memory is being Used only 48% where as my Pagging is also in used almost 17%.

currently total  Physical Memory is 25Gb and Pagging is 56Gb. and we are running Oracle 9.2.0.8 and SGA is being managed manually on IBM-AIX5.3. can any one help me

1- what may be the reason to using pagging space where as we we still have almost 50% of free Physical memory. ? 

 2- is Physicall memory is 25Gb and Pagging is 56G, is this adequte setting on OS level. ?
