EAM Missing Menu

 Hello Experts,
We have two fresh instances in which the Enterprise Asset Management responsibility(EAM_MAIN Menu) has missing some sub menus like purchasing, Material Planning, Quality, Inventory, Cost Definition, property Management, Transfer Spares,in one of the instance, but it is present in other instances. In both instances no Menu is manually Updated. 

Can some one suggest any ways to find out the cause, share your experience if you have come across this situation.

Patch Set Levels of eAM in both instances are R12.EAM.B.3.
