Cannot Run Dedicated Web Client in HI Mode

I'm using siebel application for debugging and porting purposes. Currently, I work on two remote servers, named:server486 and server370. On server 486,everything goes well. However, on server370, I could start up dedicated web client in OpenUI mode, but after I change the configuration parameters and switch it back to High Interactivity mode, the dedicated web client does not work. There is a warning showing up, ask me if I want to install a software named:SiebelAx_HI_Client.cab, a while after I clicked "install", another window pops up, says:your version of the Siebel High Interactivity Framework for IE, required
