Compiling FAXGROUP.pll errored while upgrading 12.0.4 to 12.1.1

For upgrading Ebs 12.0.4 to 12.1.1 we are applying the following patch 7303030 we are getting the following pll error at the end of the patch.

ERROR generating library "resource/FAXGROUP.plx" from input file
/u02/applmgr/dev1/apps/apps_st/appl/au/12.0.0/resource/FAXGROUP.pll
