Unable to log in to JDEPLAN

Deployment server crashed while I was installing an ESU. Now I can't log in to any environment on the deployment server error below looks like table got corrupted

OCI0000017 - Unable to execute statement for describe - SELECT  *  FROM JDEData910.F95921  WHERE  ( RLTOROLE = :KEY1 AND RLEFFDATE <= :KEY2 AND  ( RLEXPIRDATE > :KEY3 OR RLEXPIRDATE = :KEY4 )  AND RLFUROLE1 <> :KEY5 )  ORDER BY RLTOROLE ASC

I am trying to avoid doing a restore can someone tell me please how to access the local DB I am on 9.1 so assuming E1local
