SLA Rules for Direct Manual Entries to the XLA table and external feeds

 All,

I am researching ways to apply SLA rules to manual entries keyed directly into the SLA table and external interfaces feeding directly into the SLA table.
Is there a way to accomplish this without having to license FAH (i.e. use public APIs, custom sources, and PL/SQL)?

Any help is greatly appreciated.
