Update Requests do not Update Workplan for Certain Project, but do Update Financial Cost Tab

Hello,

Every evening we schedule PRC: Update Project and Resource Base Summaries, PRC: Update Project Summary Amounts, and PRC: Launch Update Project Performance Data.  There is one project (likely more) where the Workplan is not updated, but the Financial, Costing tab is updated.  I can find the project in a UPPD batch, and the logs and output are clean.

If we run PRC: Update Project and Resource Base Summaries, PRC: Update Project Summary Amounts, and PRC: Update Project Performance Data for only this one project, the Workplan is updated.

Is there a known reason why this project's workplan should not be updated?  We are on 12.1.3
