Project Costing - Enforce Team Settings in 9.0

At the Business Unit level, we've set to "decide at the project level".... then changed a project to "project and activity" but it is not enforcing it.
From 9.0 PeopleBooks
"The PeopleSoft Time and Labor 9.0 system does not enforce project activity team. If you select the Exp and TL or Time&Labor product option, the system restricts PeopleSoft Time and Labor users for projects to which they can charge time. However, PeopleSoft Time and Labor users can charge time to any activity on a particular project if they have security access to the project."
a) Does anyone know what the line about security access means?
