Message and Notes section in Create/Update order page

Hello,

I am unfamiliar with this section on Create/Update order page, i want to troubleshoot one issue because this section doesnot get populates sometimes with data but this section is not the part of page in peoplesoft. Can anyone help in understanding this section concept. Please see attached file.
