Do wee need to apply all patches marked as Critical for an R12.1 Product or Product Family

Hi,
On R11i upgrading to 12.1.3

We are in the process of upgrading our 11.5.10.2 instance to R12.1 (12.1.3), in a test upgrade environment. The basic procedure regarding patching will be as follow.

Upgrade 11.5.10.2 to 12.1.1
Apply 12.1.3 RUP
Apply Financials RPC (Doc ID 954704.1)

Question:
Do we need to search and apply all patches marked as Critical? (on top of 12.1.3)

For example, using MOS Patches and Updates, I searched for "Financials" product family (12.1), all the patches that are classified as "Critical". It shows some 15-20 patches. For example, one of the patch is "Patch 14336393:R12.AP.B".

Do we need to apply all these Critical patches as part of the Upgrade Procedure? Or should we only apply them when we actually come across some issue for which that specific patch is identified to be helpful/resolution?
