Invalid PLLs and Forms after Patch 13931180:R12.PO.B

Applying  Patch 13931180:R12.PO.B caused
invalid PLL and fmb files

Problem Description

applied  Patch 13931180:R12.PO.B.
After the patch, there are invalid PLL and FMB files

The following Oracle Forms objects did not generate successfully:

au resource POXDOCON.pll
au resource POXPODIS.pll
au resource POXRQDIS.pll
au resource POXPOEPO.pll
au resource POXRQLNS.pll

The following Oracle Forms objects did not generate successfully:

po forms/US POXPOEPO.fmx

Attempt to compile the above library and form files manually also failed.
