Canada-Tax validation at province level validating for other OU Also

Hi All,

Curently we have setup Canada EBTax  in AR by enabling HZ_Locations -Tax Valiadtions enabled in TCA.POS-Ship to if there is no ship to then use Bill to.

However we have other OU'S setup in differenct countries and also having Canada Cusromer.

When we create a transaction in other OU with Canada Customer with no province value then it is throwing Tax Jursidiction error.So Tax validation is at Address level not at Operating unit level.

Is ther any way we can make only for OU,?

If not then what is the best solution.
