A Question About PGA

Hi All Dear Experts,
i have one confusion about PGA, for example in one machine we have total of 10G of memory and 5G assigned to SGA and 2G to PGA. now when i ll start my instance then at the same time SGA will occupy its memory but what about PGA, is it also occupy when i bring my instanace or its will gradually use its memory as per requirment and will go upto 2G ?

another question is , pga_aggregate_target value is maxiumum value limit that all oracle background and application session can use ?
