Reports generating with out reference replabel parameter in CGICMD.dat file

HI,
I am running reports in 11g rel1. While running the reports by accessing through url it should check the database name to which it should point from cgicmd.dat file and run reports but it not doing so.

It is pointing to other database which is not defined in cgicmd.dat file. I dont know from where it is accessing the database name.

Kindly, help me on this.
