TRUNCATE statement is taking very longer to complete

today the truncate statement is running very longer than usual and i found the session is waiting for "enq: RO - fast object reuse"  and the DBWR IS CONSUMING HIGH CPU.  in server level . Please let me know your finds on this issue.
