Siebel 8.1.1.10 send email F9 automatic attachment change

 Hello,
In Siebel 7.8 when you drilled down on Quote or Sales Order and opened Attachment tab and pressed F9 then Quotes/Sales Order attachment was automaticaly inserted in email.
Now in Siebel 8.1 the Quote/Sales Order attachment is not attached to email automaticaly.

Has there been functionality change?
