Message in alert log

The database version is 11.2.0.3

The database is used for grid control and also as rman catalog. I am constantly seeing these messages in the alert log file. I have never seen these messages in other database instances before.

Detected change in CPU count to 2
* Load Monitor used for high load check
* New Low - High Load Threshold Range = [0 - 0]

Gurus, could you please advise whether these message are informational or worth investigating? Thank you very much.
