Cannot find "SLA Pre-Upgrade Program" and the XLAPREUPG executable in 11i instance

Hi,
I am upgrading EBS 11i to R12. I have applied patch 5233248 for SLA Pre upgrade program but we cannot find "SLA Pre-Upgrade Program" and the executable XLAPREUPG in my 11i instance?

MOS Note "SLA Pre-Upgrade Program Is Not Enabled (Doc ID 427639.1)" talks of "Enable the "SLA pre-upgrade program" concurrent program;"
How do I find and then enable this program?
Can someone give me the navigation path to this program and executable or how to enable it?
