Project not avaliable in Iprocurment for inventory parts only

We have certain projects that are having an issue in iprocurement. It is not an issue for all projects, just some, but I cant find a difference and what is causing it.

I go to create a purchase req for a direct item which is to go to inventory. I look up part number XXX and add it to my cart.

When I go to check out, there is a dropdown list of projects to choose from. Not all of our projets are showing up on this list. The project I need (AAA) is not in the list of values.
