Pre-Payroll - Changes Only Status

We continue to have issues with our Pre-Payrolls going into a Changes Only status. We thought we were blocking everyone from entering data but it doesn't appear that way.

I looked on Oracle Knowledge Garden and couldn't find any information on what causes a Pre-Payroll to go into Changes only status.

Can someone tell what transaction causes a Pre-Payroll to go into Changes only status?
