How to add reports to particular responsibility?

We are using EBS version 12.1.3

I am not sure if this is the correct forum to post this question. But we have two custom developed reports. The users want to add these two reports to a particular responsibility so that whoever assigned to the responsibility is able to access and run the report. How can I achieve this? Gurus, please advise. Thank you very much.
