Moving Attachments with Web Services

 Hello,
I am Software Engineering student and an CRMOD Administrator, and the company I work for wants to quit using Oracle to store Attachments. Does anyone have any experience moving attachments in a batch like way with web services? I tried looking at the WSDL Objects and service APIs.  Is there an attachment object with a list of all attachments that would allow a web program to manage and move attachments?
