R 12.1.3 Buyer Wok Center View Only Responsibility ...

 Hello: 
In R 12.1.3, is there a seeded responsibility for view only of all Buyer Work center functions (Requisitions, Orders, Agreements, Deliverables, etc)  ? 

Senior management needs to view all procurement functions ....and we need to create a view-only responsibility ?
