Workflow Monitor Agents Disable vs Manual Start

I am almost done with an upgrade from 7.8 to 8.1.  In my 7.8 environment I have the Workflow group assigned to three servers (A, B, C) but have disabled the custom Workflow Monitor Agents on all but one of them (C).  In the UI on Service Mananger the Workflow Monitor Agents only appear on server C.  Now in version 8.1 setting this up will show the Workflow Monitor Agents on all three servers with A and B status as "Shutdown" and the status icon is RED.  Bookshelf states that Manual Start button in 8.1 is the same as disable in
