Metric Collection Errors after 12c R3 upgrade

 We recently upgraded our OEM environment to 12cR3.  We've encountered a bug that may affect other users.

Please refer to MOS Doc ID 1531851.1 for details, but here's the gist of it:

"If you have Cloud Control 12.1.0.2.0 and applied PSU1 ( Patch 14840279: ENTERPRISE MANAGER BASE PLATFORM - OMS 12.1.0.2.1 PSU) or higher, with database plug-in 12.1.0.3, trying to make a change for certain metric on a database or listener target will fail."

Solution (also from this note) is to download and apply Patch 16417886
