dbconsole emd.properties incorrect

I am using Oracle E-Business  with oracle database 11.2.0.3

I have cloned an environment and I am attempting to configure dbconsole

as part of my configuration I have done the following

a) modified emca and emctl to change the parameters of the Oracle_home

next I have followed the following steps

emca -deconfig dbcontrol db -repos drop

emca -deconfig dbcontrol db

emca -config dbcontrol db -repos create

however the dbconsole does not start

when I go to the sysman/config folder I notice that

the emd.properties file is still having references to the old oracle home

Please assist
