host is invisible in OEM 12c

I do not know what happened to this target prior to my arrival.  I think it was added and deleted and now I am having trouble re-adding.
The agents on each node were installed but not running.  I had to unsecure and resecure before the agent began communicating with the OMS.
Now agents on each host report uploading data but not a single target appears in the OEM.  
The hosts and targets are not found in searches.  
I cannot discover the host from within OEM because it is failing due to existence of running agents.
But when I check emcli there are targets reported but the report is not accurate.
