Is there a configuration which prevent items with zero standard cost from processing through Materia

We are on 12.1.3 with standard costing and discrete mfg and do not use Projects application.  Other than using item status control to prevent an uncosted item from being transactable, is there a profile setting or configuration that will stop a material transaction from costing (show as an error in the material transactions window as an uncosted transaction)?

I'm aware of the profile CST: Mark Zero Cost Records As Error During Cost Collection, but this appears to only relate to Projects.  Would this prevent non-Project related transactions from costing also?
