Tax Defualt Option of Purchasing ?

 Dear ALL, 
I am unable to find the Tax defualt region of the Purchasing Options ? 

When ever i trying to go Purchasing Options window it gives the all the other regions except the Tax Defualt ?? 


Where I can find it ?
