Changing Ship To, Shipping Method and Freight Terms after Pick Released

 Hello,
We are on Oracle R12.1.3.

From the point the order has been Pick released to Ship confirm, system has to allow users to update following fields.

·Ship To
·Shipping  method
·Freight terms

Now, it is possible to change the above at Order Line Level.
Howeover, we cannot change the same Order Header level.

Question:
1.) Why we are not able to change above field on SO header once Pick released is done?
2.) Is there any std feature or setup where we can change above fields once Pick released is done?
