it is normal behaviour that cell server rebuild griddisk and integrated the asm after rebbot?

 Hi all,
We have the following question:
Assume that we shutdown cell server for long time, so the asm disk are removed from ASM side.

when we decide the put on the cell server, then, automatically all things are rebuild 
(ASM disk are added automaically to ASM Diskgroup and asm operation are started automatically to integrate the removed disks into ASM Diskgroup.
We want to know if this behavious is normal?
