accrual plan issue

Hi,
I have created an accrual plan with annual entitlement as 24 leaves and ceiling as 24 and i have attached this accrual plan  to employee and tried booking 30 days leaves. 
Still i am able to book leaves , i as expecting it will throw an error  as leaves is greater than 24 , please let me know if we can restrict this it days is greater than entitlement as 24 leaves.

I have used standard PTO accruals formulas to test.
