Email Center 'START EMAIL PROCESSING'

Hello, I find that the 'Start Email Processing' concurrent job spawn 2 subprocesses, which don't operate correctly  i.e always get the message 'INACTIVE MANAGER' and the scheduled run time is always the same value.

Is there a metalink note and Patch for this issue?
