Default Message Format field not saved as 'HTML and the setting of displayed gets lost after logof

Dear Team,

The end user is facing an issue on the siebel  thin application under user perference> Outbound communication: Defalut Message Format

and The User can't able to Save the record for 'Defalut Message Format = HTML (Instead of  'Plain Text'). Once logout from the application then login; record not saving under user perference> Outbound communication: Defalut Message Format . it is displaying by defalut messahe format as 'Plain Text' but not 'HTML' . However, For rest of the user 'no' issue 

I have checked under the Admin -Communication>Communications and Drivers and Profiles settingd and every thing is fine as it is working for other users.
