How can I get a parts list for Supply Items and ship with Sales Order-without creating FG Inventory?

We are installing JDE Manufacturing.  We are generating MFG Work orders from a sales order - line type W.  In addition to the Finished Goods that need to ship to the customer, we also need to ship Anchors (nuts and bolts) with the product to our customer.  We purchase the Anchors and have them in our Supply Inventory, so I don't think these qualify as Outside Operations.  I need to set up a "Bill of Materials" or something to notify the supply department for what needs to ship with the order, when it needs to ship, etc.  And then when
