Problem cannot print certfying officer on the EEO1 report

in Human Capital Management - EBS (MOSC) Question
Has anyone experience the certifying officer will not print on the EEO1 report even when the data is included on the business group - which Oracle suggest.  I want to include the officer contact data to print on the EEO1 report.  The data looks good.
