DST patching

 I am bit confused with DSt patching. Looked for any FAQ but could not find.
There are couple of questions?

Are the DST patches to be applied on OMS/agent home same as the one available for rdbms?
Do we need to be latest with DST patches. Right now, it seems to be v20.
My customer is at 11GR1 agents on windows and they are not able to apply latest dst (V20) patch because of one prerequisite patch which is not available on this version. Can they apply the lower version of DST patches?

For my customer,  issue started when their SA has applied DST patches on their Windows OS and then after GC agents are not able to function?
