WIP Validity Rule and samples crated for multiple charges, controll the batch step completion

If three specifications for the same step, different charges and the WIP validity rules with Control Batch Status and Step checked.  Should it be possible for the batch step to change to Complete if only one of the three samples is completed?  If none of the three samples has been completed yet?  Would it be possible to composite or group the results to make the step completion only when all three have been changed to a disposition of 'Accept'?
