Unable to Download Portal Resource from Server

In Webcenter Portal we are on 11.1.1.8. I need to do some customization to a copied portal template or a skin, I'm not sure which at this time.  I have Jdeveloper 11.1.1.7 and have updated with "Webcenter Framwork and Services Disign TIme".  Also,  have downloaded DesignWebCenterSpaces_11.1.1.8. 

When I open DesignWebCenterSpaces I should be able to see a IMPORT/DOWNLOAD option per document http://docs.oracle.com/cd/E29542_01/webcenter.1111/e27739/jpsdg_events.htm. however that option is not available when I right click on WebCenterSpacesResources.  I have uploaded a doc that shows what I am referring to.

It feels like I have read every document available yet can not get it to work.
