How to assign view budget/view forecast security privilege?

We are using EBS version 12.1.3

We are running into issue that view financial plan link does not work. We found the document Financial Plan Link not Opening from Budget Approval Notification due to Error: You do not have the security to access this page. (Doc ID 871745.1)

It says this is fix in version 12.1.1 Since we are at 12.1.3, the fix should already be in.

On the note, it also says that the link can only be accessed by users having the following security privilege:

View Budget (for Budget Notifications)
View Forecast (for Forecast Notifications)Where can I find the privilege to assign to user? Is this in some responsibility or in user management? Gurus, please advise. Thank you very much.
