Multiple versions and Scenarios Read Only

My company is doing another planning round and on the Data Forms they would like all Scenario Version combinations Read-Only except for one.  All possible combinations are:
Spring Final
Spring Working
Fall Final
Fall Working
Original Final
Original Working
All of these are Read-Only except for Fall Final and Fall Working.  They would like to make Fall Final Read Only also.  I have checked my security Access on Final Version and it says that all groups are supposed to be Read on Member.  Does anyone know why the form, when set to Fall Final, is still Writable?
