APP-FND-02704: Unable to alter user APPS to change password

I'm trying to use FNDCPASS to change the APPS password as well as ALLORACLE schemas, APPLSYSPUB, etc.. and I'm getting "APP-FND-02704: Unable to alter user APPS to change password" when trying to change the APPLSYS password.  The apps user belongs to the SVC_PROFILE and I've reset all the security set values to unlimited and NULL for the password_verify_function, and did the same for the DEFAULT profile, but still getting the error.  Syntax uses as follows: FNDCPASS apps/<apps_pwd> 0 Y system/<system_pwd> SYSTEM APPLSYS <new_apps_pwd>

It includes and underscore in the pwd as did the old one.  However, I tried one attempt to enclose the new_apps_pwd in quotation marks as well ("), but to no avail as well.  I also looked at the GUID oracle_encrypted_password in the fnd_oracle_userid table to make sure they were identical, and they were.  I'm thinking there's some other security feature enabled for "STIG" compliance that is keeping me from changing it, but not sure what that is, as I wasn't the one that set it.
