Least cost formulation-Technical parameters data types

Have scenario like below:
Have Ingredients as below
Ing1 with technical parameters (technical parameter constraints)
Tensile strength = 124 Mpa
Yield strength = 55 Mpa
Elongation=25%
Cost=4$/lb

Ing2 with technical parameters (technical parameter constraints)
Tensile strength = 461 Mpa
Yield strength = 329 Mpa
Elongation=15%
Cost=10$/lb

Need to take output with following parameters (technical parameter constraints)
Tensile strength = 1007 Mpa
Yield strength = 931 Mpa
Elongation=20%

Output should comprise of Ing1+Ing2+Others.
Please suggest me, how the technical parameters,data types can be set for these so that i can arrive with optimied formula in least cost(Objective) formulation.I am able to include technical parameters in the formulations with data type only Weight% or Volume %.
