sourcing rule sequence

Hi Experts,
Please outline the system logic for inserting records to Sourcing Rules/Bill of Distribution Assignment form when using Automatic Sourcing Setup, is there a sequence?

and CT expect that  the new generated sorcing rule  to be the last record in the Sourcing Rules/Bill of Distribution Assignment form as it was the last automatic sourcing rule created.
