I want to read data from text-file available on client desktop to oracle database using application

I want to read data from text-file available on client desktop to oracle database using application form. Actually we need to save data from this file to Order management.
here i am using java bean but unable to perform this task.
Also tell me how should i use java bean in oracle EBS so that i can perform my this task.
