Oracle RAC - 11.1.0.6.0 start one node only with one voting disk

Hello,

I discovered that my one of my Oracle cluster is build with 3 voting disk, but 2 of them are located in data center A and the other one is located in data center B.

I faced situation where site A (hosting 2 voting disks) was not accessible due to network outage. I was not able to start RAC on node B, even using -excl option.

I had to wait until network connection has been reestablished to restart the cluster.

My question is: Is there a way to force to start 1 node of Oracle RAC cluster using only one voting disk?
