Buyer's not receiving workflow notifciations

Hi Guru's
while raising a Requisitions using IProcurement, preparers have the option of choosing the buyer in the Delivery block . Which I mean that once the Purchase Requisition gets approved, automatically the mentioned Buyer should receive the Notification.

If that is the intended functionality of Buyer field, then I have the issue, i.e Buyers are not receiving Purchase Requisition notifications after they get approved.

Kindly advice.
