Lot number is not unique across items when doing material transactions

We are on 12.1.3 and have ORG A with lot# uniqueness(org parameters) as across items and another ORG B(not the same  OU as ORG A) that went live recently(after ORG A) as lot# uniqueness as None.ORG B used some lot#s for onhand conversions that were already in ORG A eg lot# 217.ORG B has no  errors but now ORG A when using lot# 217 on any material transaction gets an error"transaction processor error lot number is not unique across items"

We cannot change the lot# uniqueness setup now and ORG B is set to avg costing(ORG A std costing).Can anyone suggest how to fix the issue.We also have a SR on this but wanted to know if anyone has faced thisissue and how it was resolved
